Revisiting the Normalization Axiom in Poverty Measurement

چکیده
The ‘normalization’ axiom associated with Sen’s poverty index–and this, indeed, holds for most extant measures of poverty—entails an uncomfortable implication when we adopt a strong, or inclusive, definition the poor. This paper suggests that may not always be at liberty to weak definition. available alternative then is change form measure. Multidimensional Poverty Measurement with the Weak Focus Axiom
The present paper defines an axiomatic framework for multidimensional poverty measurement that fits a weak version of the focus axiom and is consistent with Duclos, Sahn, and Younger’s (2006) “well-being” approach of poverty identification. This slackening of the tradtional axiomatic framework is appealing for two reasons. First, regarding the issue of poverty identification, the approach is le...
متن کاملThe Focus Axiom and Poverty: On the Co-existence of Precise Language and Ambiguous Meaning in Economic Measurement
Despite the formal rigour that attends social and economic measurement, the substantive meaning of particular measures could be compromised in the absence of a clear and coherent conceptualization of the phenomenon being measured. A case in point is afforded by the status of a ‘focus axiom’ in the measurement of poverty. ‘Focus’ requires that a measure of poverty ought to be sensitive only to c...

متن کاملRevisiting Batch Normalization For Practical Domain Adaptation
Deep neural networks (DNN) have shown unprecedented success in various computer vision applications such as image classification and object detection. However, it is still a common annoyance during the training phase, that one has to prepare at least thousands of labeled images to fine-tune a network to a specific domain. Recent study (Tommasi et al., 2015) shows that a DNN has strong dependenc...
